No rewrite of immigrant stigma for LA

The word "immigrant" means something very different in Los Angeles than it does in other parts of the country, the Brookings Institute finds.

In most of the rest of the country, the word immigrant can generally suggest a person of high skills and high education.

In Los Angeles, it still generally suggests a person of low education; and that's for a whopping third of the people who live in the City, far more than live anywhere else.

If you wonder what teachers are dealing with in Los Angeles, there is a third of your story.
