Today's top citizen: Dennis Ferguson writes the State a $10,000 check--to pay the State back for unemployment benefits he received in 1964. He only received $1,100 in benefits, but figures $10K is "a nice round figure." The money will go to schooling.

This is weird, and quite the opposite: the State's Public Utilities Commission gets to vote on "rewards"--which will be paid for by customers--to public utility companies for curbing energy use. The de facto Xmas bonuses for not much at all amount to: Pacific Gas and Electric Co. $29.1 million, (it's already received $74.9 million); Southern California Edison Co. $24.1 million; Southern California Gas Co. $9.9 million; San Diego Gas & Electric Co. $5.1 million.

The State's first lady Anne Gust is feisty, zappy smart, and also the once and future Governor's top advisor.

Only former Assemblyman Ted Lieu is in line to bag the late State Senator Jenny Oropeza's seat. Schwarzenegger has set a special primary in the South Bay District for February 15.
