In a State that makes sure rice farmers have enough water, every water shortage is manufactured. But the Mayor and his chief publicity agent The Los Angeles Times simply won't hear it, and call on us to sacrifice again while the Sacto Valley floods its geopolitically superfluous paddies.
In California, agriculture gets 80% of the water, which means that cities even if they cut their use in half would save only 10% on consumption. The Sacto rice paddies flood over half a million just-ducky acres. The better route is to put the rice paddies out of business. Asia has all the rice the world needs and then some. This is a gardener's state, this isn't a monsoon state.
