Last October, with former Chief Daryl Gates in tow, Councilmember Dennis Zine went before the City's Public Safety Committee and called for changes to Special Order 40. Zine wanted greater latitude for police when dealing with undocumented residents. Gates persuaded him at Committee that all Zine wanted to accomplish could be done within the context of the standing law, with a new kind of training.
Zine now thinks that police can accomplish all they need with changes to LAPD training that works within the law's current confines. In a letter exclusive to CityWatch, he tries to put heat on the Public Safety Committee to hold a follow-up hearing on new Special Order 40 training implementation. He wants Council to demand of the Committee quarterly reports on training.
